I just wanna offer my two cents on this, but realistically speaking, in terms of the actual videogame mechanics, none of the "super powerful" TM moves are really game-breaking. Thunder's low accuracy means that frankly Thunderbolt tends to be favored in the metagame unless you've got a pokemon with Drizzle. And given that there's exactly one non-legendary who can have that ability and then only as a hidden ability, I don't think that's a cause for concern in route. And as for Hyper Beam and its kin, its recharge period really kills its usefulness. (And I know Smogon isn't necessarily the exclusive authority on the metagame, but it's definitely got a very good point there.)
So long story short, I don't think those "powerful" TMs would be an issue unless a player were unrealistically abusing the moves' stats, like making Thunder 100% accurate or ignoring the recharge period for Hyper Beam, and that could in theory be an issue for any move regardless of its base power.
