What you'd like for them to do: He'll probably be coerced by Rose into helping to provide fresh water to the wild Pokémon displaced by the pollution and generally being antsy because what is all of this pollution how does this even exist especially this much of it.
Character: Kurow Location: Violet City - he's been working a part-time job for the Pokémart and figures he won't move on until he's got a nice nest egg of pocket money, is my excuse. What you'd like for them to do: Burn the garbage with fire! Blow away the smog with wind! Zap the sludge with thunder! Psychic away the poison with... psychic!
...and possibly get ganged up on by a couple level 100 Muks or something, but. He needs to get taken down a couple pegs anyway.
