Character: Carmen Sandiego
Location: Alex stop making "where in the world" jokes TBD, but most likely Goldenrod or thereabouts. She'll move fast to surrounding cities if necessary, though!
What you'd like for them to do: Okay, so once the PGC starts to mobilize in seeking out the disks and stuff, Carmen will be pretty content to just let them handle it because hey, they're the heroes and that's their job and she's sort of professionally out of the whole "good guy" business, anyway.

So instead, I imagine she'll be more focused on shutting down the actual pickpocketers/muggers/petty criminals here, as opposed to the Pokemon or the disks. People in need of a daring rescue would also probably catch her attention, though she wouldn't stick around long; she'd probably just swing in, snag them, get them to safety, and run off again. But I'm open to plotting on plenty of levels, whether it be with Rockets who want a showdown or PGC members being skeptical of her motives or innocent bystanders who need a rescue or anything else! So please just let me know! o/
