Yes, all current players will have the chance to have their characters in before the 30th to break in the comm, whereas the application process for newcomers will begin on the weekend of June 4th. So if you're in the game already, you'll have a much greater period of time to transfer your characters over than someone who's fresh to the game would, simply as a matter of courtesy to the players already in the game with the sudden transition!
