I understand the analogy of the kid with the Ferrari much better now - except that in this case, there's literally no possibility that Domri could ever start the Ferrari via in-game means, because there's literally no source of Magic-variety mana (or any acceptable substitute) in Route and there's no way he could get at anything like it. So basically what you want is for him to be given the Genie Lamp with the full awareness that there's an all-powerful genie inside it, but strand him with absolutely no means whatsoever of getting the thing out, so it's all effectively useless anyway.
If that's the case, I don't have a problem letting the keyrune remain "generating mana", provided that the mana never gets used for anything, and that you keep us informed about any future developments that might affect that (gaining more mana sources, etc). It seems like the way you have this laid out, it'd effectively cripple the keyrune's effectiveness the way we might otherwise ask for a weapon to be sanitized, and therefore it seems okay to me.
