It's mostly a question of wanting to make sure the playing field is generally level for everybody concerned (and also a little bit plot mechanic), honestly — we're heavily encouraging characters to get creative and make use of their surroundings during the survival aspects, that's all!
However, here's a compromise: he can have one of them, provided it's both tiny and dull (but can be sharpened with effort), which would both encourage him to find something else to use and leave him wondering what happened to the other one in the set. Sound fair?
